Turtledove Women’s Home is located in beautiful Southern California off the 91 freeway in Corona. What we do is help women who need a safe place to regroup, find resources, and better themselves. Women from all walks in life can simply call us with details of their emergency or need, and we will assist with resources and/or a bed in our home. Women are never turned away if they are homeless, hungry, or afraid because we believe in doing unto others as you would want done unto you. The women we help have been abused, neglected, in jail, homeless, addicted, or simply lost, and through our women’s home we have been able to save several women from these afflictions. The founders of the Turtledove Women’s Home believe that everyone deserves a second chance and that the best way to heal a broken spirit is through giving love and instilling faith through hope.
Currently we house nine women from different backgrounds, many of which do not have a stable income. In total we have twelve beds between 4 rooms, three bathrooms, a kitchen, living room, laundry room, upstairs and downstairs patio, pool, courtyard and parking. We rent to women in drug and alcohol recovery, escaping abusive relationships, and transitional independent living. We also offer a 30-day faith based drug and alcohol out patient recovery program and the resources to get government aid and go to college. Many women have begun to rebuild their lives in these ways, and transition into independence. We want to offer the tools and guidance needed by women in need so that they leave the home in a better situation then when they came to us.
We have recently started our women’s home in July of 2011 and are a small organization. We could not have prepared for the magnitude of calls we get each day from women needing help, and have taken in several that could not afford our homes services. WASHINGTON – Women-owned small businesses can begin taking steps to participate in a new federal contracting program on Friday, Feb. 4, the U.S. Small Business Administration announced today. The new Women-Owned Small Business (WOSB) Federal Contract Program will be fully implemented over the next several months, with the first contracts expected to be awarded by the fourth quarter of fiscal year 2011.
“Implementing the Women-Owned Small Business contracting rule has been a top priority for the Obama Administration and SBA,” said Administrator Karen Mills. “Women-owned businesses are one of the fastest growing sectors of the economy. As we continue to look to small businesses to grow, create jobs and lead America into the future, women-owned businesses will play a key role. That’s why providing them with all the tools necessary to compete for and win federal contracts is so important. Federal contracts can provide women-owned small businesses with the oxygen they need to take their business to the next level.”
The WOSB Federal Contract Program will provide greater access to federal contracting opportunities for WOSBs and economically-disadvantaged women-owned small businesses (EDWOSBs). The Program allows contracting officers, for the first time, to set aside specific contracts for certified WOSBs and EDWOSBs and will help federal agencies achieve the existing statutory goal of five percent of federal contracting dollars being awarded to WOSBs.
On Feb. 4, SBA will release instructions on how to participate in the program, as well as launch the secure, online data repository for WOSBs to upload required documents, on its website: www.sba.gov/wosb. SBA will also release an application to become an SBA-approved third party certifier for this program on that date. This will be the first version of the application. SBA welcomes comments and suggestions on this first version of the application.
During the ramp up period over the next several months, SBA is encouraging small business owners to review program requirements and ensure their required documents are uploaded to the repository. WOSBs also will need to update their status in the Central Contractor Registration
(CCR) and the Online Representation and Certification Application (ORCA) to indicate to contracting officers that they are eligible to participate. The General Services Administration is currently updating these systems and they are expected to be completed in April, 2011.
Similarly, the WOSB rule in the Federal Acquisition Regulation (FAR), which is the companion to the SBA rule, is now going through final review, and is also expected to be issued by April. With these pieces in place, SBA expects to see the first contracts awarded through the program by the all-important fourth quarter, when the largest percent of federal contracts are awarded.
Every firm that wishes to participate in the WOSB program must meet the eligibility requirements and either self-certify or obtain third party certification. At this time, SBA has not approved any third party certifiers. Regardless of their certification method, WOSBs must also upload required documents proving their eligibility to a secure online data repository developed and maintained by SBA.
To qualify as a WOSB, a firm must be at least fifty-one percent owned and controlled by one or more women, and primarily managed by one or more women. The women must be U.S. citizens and the firm must be considered small according to SBA size standards. To be deemed “economically disadvantaged”, a firm’s owners must meet specific financial requirements set forth in the program regulations.
The WOSB Program identifies eighty-three four-digit North American Industry Classification Systems (NAICS) codes where WOSBs are underrepresented or substantially underrepresented. Contracting officers may set aside contracts in these industries if the contract can be awarded at a fair and reasonable price, the contracting officer has a reasonable expectation that two or more WOSBs or EDWOSBs will submit offers for the contract and the anticipated contract price is not greater than $5 million for manufacturing contracts and $3 million for other contracts.
Each stage of implementation is part of SBA’s mission to make the Program efficient and user-friendly, and to ensure its benefits go only to qualifying WOSBs. SBA is excited to launch this new program to provide WOSBs with increased opportunities to compete for and win federal contracts, ultimately helping WOSBs create and retain more jobs.

Since it was established in response to an executive order in 1979, the U.S. Small Business Administration’s Office of Women’s Business Ownership has fostered the participation of women entrepreneurs in the economy, especially those who have been historically under-served or excluded. OWBO reaches out to women entrepreneurs through a number of programs that are coordinated through every SBA district office. OWBO’s programs provide business training and counseling, access to credit and capital, and marketing opportunities, including federal contracts.
In 1988 the SBA established the Women’s Business Center Program to better help women overcome continuing barriers to success. Today there are Women’s Business Centers in almost every state.

Training and Counseling
Women’s Business Centers serve a wide diversity of geographic areas, demographic populations, and economic environments. Many centers offer training and counseling in a number of languages and dialects, helping reach underserved markets with a variety of unique and innovative programs.
The return on investment of the program is high, as businesses that receive assistance from WBCs have significantly better survival rates than those that don’t receive similar support. These successful businesses directly affect the communities in which they are located by bolstering the local economies.
Financial Resources
The SBA has a number of loan programs to help women access the credit and capital they need, some of which were designed in response to their. In fiscal year 2009, the SBA backed nearly 10,000 loans worth about $2 billion to women entrepreneurs, while SBA-licensed intermediaries made nearly 1,230 microloans worth over $13.8 million to businesses 51 percent or more women-owned. In FY 2009, 38 women-owned businesses received $26.8 million in investment capital through the SBA’s small business investment companies.
Under the Recovery Act, the SBA has leveraged $375 million in stimulus funds into more than $16 billion in lending to small businesses, almost 20 percent of which has gone to women-owned businesses.
Federal Market Opportunities
The SBA has a number of initiatives to help women secure better access to procurement opportunities. These include online procurement training at www.sba.gov/women; training through its resource partners; matchmaking events, which target both the federal and private procurement arenas; and the 8(a) Business Development Program. The SBA also works with federal agencies to increase contracting opportunities and achieve the government’s 5 percent contracting goal for women-owned small businesses.

Another thing I would like to add here... many women stay in abusive situations because they have no self-esteem. They have been brainwashed to believe they cannot function without their partner. It takes an immense amount of strength and courage to put an end to the cycle of abuse.
Look over the following questions. Think about how you are being treated and how you treat your partner. Remember, when one person scares, hurts or continually puts down the other person, it's abuse.

Your mom needs to get a trust not only a will. I think as out here a will the house would have gone to probate verses to us without a trust and mom's house had been paid for. There is a big problem in this country now and it does not have the money to keep going like it is. Bush spent 9 trillion dollars over 8 years but Obama has spent 5 trillion dollars in just over 26 months in office. Someone needs to get on the job before no one can get SS, SSI, SSDI, Medicare, Medcaid, and so on.
The states are going broke and all the unions wnat is more money. They just dont get it or dont care what happens down the road. I cannot stand the fact that the the Dems and Reps. dont get it as well. Need to kick them all out and start over I think....
My mom may have a will but not sure. She does not see fit to tell me anyting. I'm not sure that she has told my 2 brothers either. In any case I guess she will sometime down the road. I do know she told me that she has no life ins. but has grave site...
I had one younger brother to die back in 2000 and one younger is in prision until 2030. My youngest brother is living at home with mom, because she cannot make it on her own. The home was paid for with cash by my grandfather when it was built back in 1973. Both of her cars are paid for as well so that is good.
I'm just not sure what she is going to do. She did state some time back that she might sell home and move into condo...Who Knows...

Cats were meant to be outside. Safer inside but they were meant to be outside. Have your mom get a living trust and in the blank trust have her write down who gets what and have it nortrized. Then when the end comes the will goes and the trustee goes into effect. In fact she can start to give away personal items when she feels fit. Death brings out the greedy for sure and that is not good for any of us. My rich boss his dad is left and his dad is well off. His sister is well of and married to an attorney and he dreads the day his dad dies as his sister will give him hell over the money. What is left.
I think in due time is the country doesn't turn around and more get feed up there will be our own up revolution. No one knows what to do but the only alternative is to live with others to cut the cost of living.
Who would have thought we be in this mess. Manager told me yesterday he sees people shopping and he said I can't. Like to see those people save their money as it is not going to get better or help someone who needs it. Some people can be a real pain in the butt ! Have no clue what will happen when my mother will past and what my brothers will want to do...I;m sure it will be a mess...I will be glad when the warm weather comes back as well. I's 37 here today and raining. A little colder and it will turn into snow I guess. I do not know what to do anymore whit the country going to Hell In A Handbag !

It was a better life for us at the house with the yard and him being able to go in and out of course me the door man through all of this. I miss the house and hate it here. Only if my sister would have sold me her share in the begging instead of being greedy and stubborn plus non communicative. Everything would have been settled. Some people are just butt heads to put it nicely when there is death in family and she is one. Such is life.

My sheets and things look like a tornado hit it. I was bored on the net and called it quits by 1030 went to bed by 1130. Then couldn't sleep good. Woke at 3am so not fun. I a a single mother of three and a full time student. I am new to the community and need help getting a house of my own as well as pay the bills. My youngest daughters father incarcerated for life and I tried reconciling with my tow older children's father for a few months which led to extreme domestic violence and the stress let me with type one diabetes and post traumatic stress disorder. Now I need to get back on my feet and on with my life.

I know it is easy living in a city do to access to many things but i dont want to die before my time however that could happen anywhere...But ilike living in country settings that are close to large towns or cities...You do not have to even lock your doors here, but we do just incase...I lived in Washington DC, for years and made good money but hated living there...Well my headache is still hanging in there so will go for now and will check in later...We just got hit with another snow storm which i'm sure is on tv... 1 & 1/2 feet to 5 feet on the east coast...

It got worse down there and out her is okay but I have seen guns pulled from cops chasing a car at a gas station I was at. 13 cops car pulled into this little station and I got out of there. The bank I use to go to one day had a feeling it was robbed pulled up later to do my banking and cops were there is had been robbed it really caused post traumatic stress for one teller. The bank put up plexi glass window but still got robbed as they were near a freeway.

in response to Starshine...We do not have that here in the area where i live so far, however about 10 miles down the road in Galax VA. they have shootings, and Walmart'S inside bank got rob about a month ago...

in response to hanks55...I am doing fine but this area I am in is nuts. Man car chase and then midnight he ran into another car and helicopter and cops car over nearby. I have felt better. But I am okay. Welcome back!
